The Ministry of Education has refuted claims that the sector Minister, Hon. Haruna Iddrisu authorized the introduction of Physical Education and Health (Elective) Teacher Manual for SHS Year, containing the definition of gender identity that is not reflective of Ghanaian norms and values.
This follows a publication by the Centre for Democratic Movement attributing the approval of the manual to Hon. Haruna Iddrisu as the Minister with oversight responsibility.
In a press statement issued today by the Press Secretary to the Minister of Education, Hashimin Mohammed, unequivocally denies the allegations, stating that the development and production of the manual predate the Minister, pointing out that it started way back in 2021 led by National Council for Curriculum and Assessment (NaCCA) with support from Transforming Teaching, Education & Learning (T-TEL).
The statement also indicated that the Ministry of Education in 2021 entered a Memorandum of Understanding (MoU) with Transforming Teaching, Education and Learning (T-TEL) to provide technical advisory services, project management, research, and implementation support aimed at strengthening teaching and learning outcomes nationwide.
The statement further stressed that a rigorous process was used to identify and select over 300 Ghanaian professionals from secondary schools, Colleges of Education, industry and universities to write the curriculum and accompanying resources such as Teacher Manuals, Learner Materials and PLC Handbooks. The curriculum development process involved extensive stakeholder engagements before and during the writing and the trial phases.
Meanwhile, the National Council for Curriculum and Assessment (NaCCA) has withdrawn printed copies of a Senior High School (SHS) teacher manual after acknowledging that certain content on “Gender Identity” in the Year 2 Physical Education and Health (Elective) Teacher Manual did not align with Ghanaian culture, norms, and values, adding that a revised version of the manual, reflecting national values and biological understanding, has now been released.

The Ministry of Education has taken note of a publication by the Centre for Democratic Movement alleging that the Honourable Minister for Education, Hon Haruna Iddrisu, authorised the Physical Education and Health (Elective) Teacher Manual for SHS Year Two in 2024, which contains a definition of gender identity that is not reflective of Ghanaian norms and values.
The Ministry states unequivocally that this allegation is false and entirely without basis.
In 2021 the Ministry of Education entered a Memorandum of Understanding (MoU) with Transforming Teaching, Education and Learning (T-TEL) to provide technical advisory services, project management, research, and implementation support aimed at strengthening teaching and learning outcomes nationwide.
The curriculum development process began in 2021 led by National Council for Curriculum and Assessment (NaCCA) with support from Transforming Teaching, Education & Learning (T-TEL). A rigorous process was used to identify and select over 300 Ghanaian professionals from secondary schools, Colleges of Education, industry and universities to write the curriculum and accompanying resources i.e Teacher Manuals, Learner Materials and PLC Handbooks. The curriculum development process involved extensive stakeholder engagements before and during the writing and the trial phases.
The development and production of this manual predate the appointment of Hon. Haruna Iddrisu as Minister for Education. He therefore had no oversight of the said material produced.
Furthermore, the only official document produced under the direct leadership of Hon. Haruna Iddrisu since assuming office is the Professional Learning Communities (PLC) handbooks, which provides a structured platform for teachers to meet regularly to share best practices and improve subject-specific teaching and learning outcomes. The PLC handbook contains no ambiguity regarding the definition of gender.
The Ministry remains steadfast in its commitment to transparency, accountability, and strict adherence to national educational policies and values. We urge the public and media organisations to verify information thoroughly before publication to prevent misinformation and unnecessary public concern.

Liverpool have appointed Andoni Iraola as their head coach on a two-year contract following the sacking of Arne Slot.
The Reds announced Slot’s exit on Saturday, a year after the Dutchman guided them to the Premier League title.
Former Bournemouth manager Iraola, 43, joins after delivering the Cherries’ finest top-flight season to date, finishing in sixth place.
That was only one position and three points behind Liverpool and gave Bournemouth a place in next season’s Europa League.
The Spaniard announced in April that he would leave Bournemouth this summer and he had been linked with Crystal Palace and AC Milan.
Now he moves to Merseyside, with Liverpool having qualified for next season’s Champions League despite finishing the Premier League season with 60 points – their lowest tally since 2015-16 and a distant 25 points behind winners Arsenal.
”Really excited, really excited,” said Iraola. “Because obviously you know about Liverpool, you know that it’s a big club, a massive club, one of the biggest in the world.
”You don’t need a lot of things to get attracted by Liverpool. Liverpool is Liverpool.”
He added: “I think Liverpool gives me the chance to coach top players, and top players give you the chance to fight for titles. To win titles.
”Obviously when you arrive at a place, you cannot promise everything. You cannot promise. But it’s true that I understand where I’m coming and what is expected.
”I’m ready for the challenge.”
Iraola is understood to be keen to bring Tommy Elphick and Shaun Cooper, his assistants at Bournemouth, to Anfield as part of his coaching staff.

Education leaders, policymakers, development partners and technology experts have renewed their commitment to advancing Africa’s digital education agenda following discussions at the 18th Ministerial Round Table focused on building sovereign, innovative and inclusive learning systems across the continent.
Delivering the keynote address, Ghana’s Minister for Education and Member of Parliament for Tamale South, Hon. Haruna Iddrisu, challenged African countries to move beyond dependence on externally developed digital education solutions and position themselves as global leaders in technology-driven learning.
He highlighted Ghana’s ongoing investments in digital education, Science, Technology, Engineering and Mathematics (STEM), artificial intelligence (AI), robotics and curriculum reforms aimed at preparing students for the demands of the future economy.
According to the Minister, Africa’s digital transformation in education must be driven by locally relevant content, stronger institutions and equitable access to technology-enabled learning opportunities. He stressed the importance of ensuring that African learners benefit from educational systems designed to address the continent’s unique needs and realities.
Hon. Iddrisu further called for increased investment in AI literacy and the development of ethical frameworks grounded in African values, cautioning against a situation where the continent becomes merely a consumer of technologies developed elsewhere.
Also speaking at the event, UNESCO Representative to Ghana, Mr. Edmond Moukala, underscored the importance of foundational literacy in an era increasingly shaped by artificial intelligence.
